We’re pleased to find that our appeal at Broughton, Preston, was allowed despite the authority demonstrating a 12.6 year housing land supply. The decision reflects the benefits of a thoughtfully conceived development that responds to evidence of need for specific types and sizes housing in the community. The evidence base for the emerging plan showed a need for more larger homes for multigenerational families, homes designed for those with disabilities, and homes for older people, delivered across market and affordable house types. Those benefits were found to outweigh the conflict with the development plan.

The appeal was led by Christian Orr at Hollins Strategic Land and represented by Philip Robson at Kings Chambers and Mark Saunders at NJL Consulting.

Members of the team attend the Stafford Economic Development and Planning Scrutiny Committee to observe the discussion on the next steps of the Stafford Local Plan. HSL is promoting land in town for 60 new homes and has been actively engaged in the consultation process.




HSL has submitted its full evidence in support of a planning appeal on land in Broughton, Preston. The appeal will be heard by public inquiry starting on 6th February.




The team attend a seminar on the changes to the NPPF for plan-making introduced by the Government in December, hosted by Cornerstone Barristers.
